Judge Jung Hwa YOU serves as the Judge for Cross-Border Cooperation & Coordination (“CBCC”) at the Seoul Bankruptcy Court, Republic of Korea. In this role, she handles recognition and relief in foreign insolvency proceedings and coordinates cross-border cooperation, including court-to-court communication between domestic and foreign judges.
Appointed to the judiciary in 2022, she previously served at the Seoul Eastern District Court, where she handled insolvency-related matters alongside civil construction disputes and criminal corruption cases. Since joining the Seoul Bankruptcy Court in 2025, she has focused on corporate rehabilitation, bankruptcy, and cross-border insolvency cases arising from international commercial transactions.
Before joining the bench, she served as a law clerk at the Seoul High Court and practiced as an attorney at Kim & Chang, where she specialized in international litigation and arbitration.
She received her Master’s degree in Private International Law and International Business Law from Seoul National University in 2019 and completed Ph.D. coursework in the same fields in 2021.
Judge You is an active member of the Judicial Insolvency Network (JIN), INSOL International, and IWIRC. She has contributed to the global insolvency community through participation in JIN and INSOL conferences and as a speaker at the Singapore Global Restructuring Initiative (SGRI) in February 2026, international seminars in Indonesia on cross-border insolvency reform in March 2026, and the INSOL London 2026 Multinational Judicial Colloquium.
